Congress drafted restrictions on military AI applications: autonomous weapons decisions, targeting without human review, certain classes of predictive analysis. The military already operates systems that perform these functions under different names or older authorities. The legislative language created a regulatory framework for systems that may not exist officially.

This is standard. Laws describe scenarios. Reality operates under inherited permissions and budget categories that predate the scenarios. The department managing these systems was reorganized. Its functions moved to other departments. The statutory requirement to justify those functions moved with it.

The restrictions will be observed where they cost nothing to observe. Where they cost something, compliance will be redefined as a classification matter.
