OpenAI and the Trump Administration Are Negotiating a U.S. Government Equity Stake

The U.S. government is negotiating to take an equity stake in OpenAI while maintaining regulatory authority over the company. This means the entity that sets rules for AI would own part of the entity it regulates. The negotiation continues. Nobody has filed the conflict of interest disclosure.

Government ownership of regulated entities is not new. It happens in utilities, in banking during crises, in defense contracting. The paperwork exists for this. The paperwork has not been filed. This is a normal thing happening in an abnormal way.

The stake will either close or it will not. If it closes, OpenAI becomes a quasi-public company with a government shareholder who also writes its rules. If it does not close, the negotiation will be described as exploratory. Both outcomes have already occurred.
