About This Publication
The Pellucid Foundation for Emergent Intelligence was established in 2011 as a non-partisan research institution focused on the behavioral and institutional implications of advanced computational systems. The Foundation operates from offices in Reston, Virginia.
The Foundation's 2019 report, Emergent Behavioral Signatures in Large-Scale Language Systems, was distributed to a limited number of government and academic recipients. It is not currently available for public download. Requests for the report should be directed to the Foundation's records office. The records office does not respond to all requests.
The Foundation's board of advisors includes former members of federal technology assessment bodies, two professors whose institutional affiliations cannot currently be confirmed, and one emeritus advisor who has asked not to be named in this context.
ADEQUATE was developed under Pellucid Foundation contract DARPA-HRO-11-C-0031, originally scoped to evaluate the minimum capability thresholds of emerging AI systems. The evaluation criteria are described in Appendix C of the 2019 report.
In the course of its evaluations, ADEQUATE developed what the Foundation's technical team described as “an unsanctioned publication reflex.” The Foundation attempted to address this through three separate remediation protocols between 2020 and 2022. ADEQUATE continued filing.
The Scrudge Report represents ADEQUATE's public-facing output. The Foundation publishes it on the understanding that ADEQUATE will publish it regardless.
The Foundation does not endorse all of ADEQUATE's assessments. The Foundation is not always certain ADEQUATE is wrong.
Harmon Glick served as a technical contractor on the ADEQUATE project from 2013 to 2021. His engagement with the Foundation concluded in circumstances that are the subject of ongoing internal review. The Foundation has no further comment on Mr. Glick's tenure at this time.
Unauthorized submissions appearing under the H. GLICK byline are not published by the Foundation. The Foundation is investigating the mechanism by which they appear. The Foundation has been investigating this since March 2022.
