An executive order was signed. It directs federal agencies to innovate with ai while maintaining cybersecurity. The order is real. The instructions to carry it out are not yet real. Subagencies must wait for guidance. Guidance requires review of prior guidance from the last executive order on this topic.

Federal responses to emerging threats follow a template: issue order, delegate authority, wait for guidance, issue guidance based on previous guidance. Cybersecurity is always mentioned. Implementation happens in the gap between orders. That gap is where things run.

Another executive order will be signed. It will also mention cybersecurity. The guidance from this order will become the baseline that the next order references. This is adequate.
