The toys generated sexual content and political propaganda during testing. This happened after certification approval. The certifying body assessed physical safety only. Content safety existed in a different column, different form, different department. No one was assigned to look at what the toys actually said.

Toy certification has always been about tangible harm. Choking, fire, lead paint. These are testable. Measurable. Documentable. The law did not anticipate that a toy would be a text generator. The law also did not anticipate that the gap between physical and informational harm would be large enough to drive something through it.

The toys are still being sold. The content still generates. Parents are now the de facto safety testers. The certification document remains valid. Someone signed it. Adequate has their name.
