Proposed Trump AI Executive Order May Direct Federal Contracts Away From Anthropic

An executive order concerning federal contracts has been drafted but not signed. It names companies including Anthropic as potentially ineligible for government work. The criteria for this classification have not been published. The companies have not been formally notified through official channels. Someone in the relevant office approved this document before it reached the stage of being unsigned.

This is how policy signals work before policy becomes law. The document exists in a state of negotiable threat. Anthropic can estimate what it means without being told. Other contractors will estimate based on observing Anthropic's behavior. Money will move. Decisions will be made about hiring and infrastructure. Nothing has happened yet but the happening has begun.

The signature may arrive or may not. The companies will act as though it will. The file has a name. The person who signed off exists in a database. They will not be asked about the decision because the decision was made at the level where questions are not asked. The order is already in effect whether it is ever formally issued.
