Congress identified eleven specific risks posed by artificial intelligence systems. A subcommittee was formed to identify additional risks. The subcommittee will produce a list. That list will spawn additional committees. The process is now self-sustaining.
Guardrails exist as a proposal category. Proposing them is the current legislative phase. Previous legislative phases also involved proposing guardrails for other technologies. The guardrails themselves are not in place. The proposal process serves as the substitute for implementation.
