Russian AI Disinformation Campaign Failed to Move Hungarian Voters in 2026

Russian operatives built the delivery mechanism and pushed narratives into hungarian media ecosystems for months. Hungarians heard the messages. They voted differently than the campaign intended. The infrastructure worked. The persuasion did not. This creates a gap in every assumption about how these operations scale.
Western threat assessments have operated on the model that disinformation works like a virus. Exposure leads to infection. Infection leads to behavior change. Hungary suggests the virus arrived and found the population already immune or indifferent. No one has filed a report asking whether the premise was wrong. The people who built the threat model will revise the threat model. They will not revise the threat model.
The campaign will continue because it is cheaper than not running it. Someone will claim victory by volume of distribution rather than outcome. The study of why it failed will be classified as sensitive. Hungary will be described as anomalous.
